I am looking to refinance the home. My current interest on the loan is 6.5% owing 9 years. I would like to reduce the interest that I am paying as of now. I know a fifteen year loan is available but I am looking for a even lower amount of 10 years. Are there any companies out there that would do this for a lower rate of less than 5%?, more

Open Question: Does this qualify as a good reason to break the lease? I have been living at this apartment complex for almost 3 years. However, late last year (approximately November), a new tenant moved in directly upstairs from me who has been a pain in the @$$ since day 1.
He has 3 kids under the age of 8 who come and stay over on the week-ends and doesn’t know how to control them. They are constantly running around the apt. making noise, jumping on the sensitive wooden floors. It has gotten so bad that there are times that I hear the apt. door creak because their banging is so loud. I am not expecting them to be as quiet as church mice but this is getting out of hand!
I have contronted the neighbor nicely (at least at first) to ask him to keep the noise down. When that didn’t work, I contacted the Superintendent and the Landlord. They asked me to record when I heard noise and fax them the info. I did. I contacted the cops and nothing was done. The tenant only speaks Spanish which prevents the Landlord from speaking to him about his behavior. It makes absolutely no sense to me!!!
Needless to say, I am sick and tired of the BS and don’t know where else to turn or what else to do!
My lease doesn’t expire until August 2009. I have already decided that I need to move out of that apt. complex for good. Can I break my lease without any penalties?
Any advice will be appreciated. Thanks!
