Can I ask for a reduction on my monthly rent?

My 1 yr lease is almost up on the house I am renting. I moved in last August and I pay 1200.00 for a 3bd/2ba. In my neighborhood there are 5 houses with “For Rent” signs on them. 3 of the houses are the same size as mine but are in the 1050-1095 range. 2 of the houses are bigger than mine at 4bd/3ba with an additional 250-375 sq feet and are the same price as mine(1200pm). So my question is when my lease is up for renewal should I or can I ask for a reduced rental price based on what is being asked for the other houses in the neighborhood?, more 

and What do I need to become a 'Landlord' and sublet my extra room?  Hello all,
I would like to know what I need to become a legal landlord and sublet my extra room from the flat I rent. My contract allows me to do that. However, do I have to contact the council and declare this? Will the amount of the council tax change?
