What utilities are tenants normally responsible for when living in a house with the owner?

I am looking at a 4 bedroom house near Vallejo CA on Mare Island and whether I would be responsible for water and general house maintenance costs as well? I will be living with the owner.
Also is $650 a good price or is it excessive for one bedroom in a 4 bedroom [shared bathroom]

and FHA 203 K Loan. How does it all work?  My fiance and I are in the process of buying a house. The house needs some work. Like
-New furnace
-New Windows-
-Insulated
-Exterior doors
- New flooring
We are putting the loan through as a FHA 203K loan. Our realtor told us that they we pay the contractors for all of this work and it would just be added to our loan.
Please help me understand how this all works before we get to far in.
The house is 54900 the offer accepted was lower
Oh also we have not had an inspector in yet that is later this week

Foreclosed investment property help?  I had two “investment” properties I got through a scam that were in foreclosure and the cases are now dismissed. One is through ASC and they say it is not REO, it is not being pursued and is basically now an unsecured debt, The other is with OCWEN and is in decent shape – what is the legal status of these now? Should I try to do SOMETHING with them? I mean if i rent the OCWEN one out to try to have it at least maintained should I warn the tenant of a possible new foreclosure case? I I have short sale purchase offe in but it has been months with no reply. just want to know what I should look out for.
Also, the one with ASC is full of mold and condemned – the city will demo it for free. I will always have the debt, so should I just let them do it before the city starts taking legal action against me? Let me know your thoughts I am in Ohio. Thanks, more
