How can property taxes be going up while values are decreasing?

We are buying a home. I checked the property on a title company website, and in 2007 the home’s taxes were at $800. In 2008 the taxes were $1000. How can the government charge more in taxes when home values are in decline?, more 
and is it cheaper to buy a foreclosed home?  , more 

and Can a FHA loan be modified to lower my monthy payments?  I have fallen victim to the recession and recently had to take 2 very large salary pay cuts. I have a matter of 2 months before I will be short on my mortgage. I called my lender and they said that because my loan is a â??FHAâ? loan there is no modification program and they can do nothing. What do I do? Please help., more 

Question regarding earnest money ?  If you put earnest money on a house with your offer and you have your attorney cancel or terminate the contract does the title company have to return the money and if so how soon do they have to return the money ?, more 

and Is it worth to refinance your home to a 5.5% from a 5.9%?  how much will that save me?, more
