How do you read an analog Water meter?

Reason to believe the water management company is fudging the meter readings before month’s bill is due.
Previous month bill was $530 approx. I put that bill in dispute. I have never use more than 6 ccf. This month’s bill was $488 w/o any adjustment to the previous month’s bill after I had made the required payment $49.53 while May’s bill is in dispute. I went out and removed the metal access cover to water meter and the digits were still in the 12′s but there are also these micro readings that resymbol a clock, like what you see on the Electric meter service box where Power company takes it’s monthly readings from. I live in 2 bedroom duplex under 1000 sqft. There are no major water that I’m aware of other than minor leak with toilet’s water supply line that connects to the tank. I’m waiting on my landlord’s maintenance person to come out and fix that problem.
Clarification: I meant to say there are no major water “leaks” that I’m aware of. Pipes had burst during the winter those were replace during the timeframe of the previous two tenants that my landlord had., more

Planning Permission on turning a house into two flats?  A friend wants to turn her house into two flats. She would live downstairs and rent out the top floor to someone else.
Does she need planning permission to do this?
Basically she wouldn’t be added anything in the way of extensions etc. She would just fit a door at the bottom of the stairs and turn one of the spare bedrooms into a kitchen. The existing bathroom is upstairs anyway and she would knock a door through into the garage at the side of the house downstairs to make a bathroom for herself.
Any help on the legalities would be gratefully received.
