Can the government decide not to pay the $8,000 if I am entitled?

If I qualify for the first time home buyer’s tax credit and I close in the next month, the government can’t say it has decided not to pay the $8000 because it can’t afford it anymore can it?, more

and Are we allowed to do this?  Ok me and three of my friends are living in a 4 bedroom apartment this coming school year. Recently, another friend of ours has decided to live with us. The original 4 of us signed a lease for the apartment. We were wondering about the new guy. Can he just live with us or does he need to sign a lease also? Most people I talked to said that he will have to sign a lease also., more 

and Do you have to pay closing costs twice if buying land then later building a house on it?  I know you can buy land and then later you can build a house on it and roll the payments in together into one loan payment. My question is, do you have to pay closing costs on the land when you buy it and again when you build your house?, more 

What is the average anual salary for an architect in mid 30's?  Im not in my mid30′s but want to know how much arcitects with a masters will get paid in later years, more 

and Can the government get a deficiency judgment?  Almost 3 years ago I purchased a house with a government loan (USDA). This year they decided to up my payment by almost $200. I am a single mother and can not financially pay this higher amount. I have asked them to work with me and try to find out why they decided to raise my payment, but I have found no answers. I am trying my best to keep up, but seem to be falling farther and farther behind.
My question is: If my house goes into foreclosure can the government try to get a deficiency judgment. In the state I am in they do not allow for deficiency judgments, but since it is a government loan does that make a difference?
Also if I am foreclosed on, since it is a government loan, will it effect my Pell Grant?, more
