Putting offer in on house not for sale?

There is a house I am interested in. The house is 100% paid for, but almost 3 years are currently owed in back taxes. The owner can’t possibly pay for it, or get a loan to pay it. She is unemployed. I would like to offer to purchase the house because it is in need of a lot of repairs. I want to try and purchase the home before it forcloses/seized by the town. I want to know the proper way of putting an offer to this person, and the least offensive. I’m not sure how they would take it., more 


and Is rural property cheaper to rent then city property, and where can I find a rural home for rent?  I can’t find very much on craigslist. I’m looking for areas to rent where homes are well under $1000 a month. Would love to find a 2 bed room home or farm house for $300 a month that isn’t in the slums . Any area suggestions? I’m open to all states., more 

and I need a loan to buy a home but its a mobile homeand i need the money for the well and septic.I have bad credi?  I have some where to put it but its not my land…Where can I borrow the money to do this…I need between 30000 and 40000…any ideas would help …thanks., more

and Buying a house with my own money?  I’ve seen some houses listed that are in foreclosure, and the estimated sale price is only a few thousand. If I pay that amt cash, does that mean that I am the new homeowner?? And also, can I buy a house with my own money?? Like, I can afford a dwn pymnt 3000-6000 on a cheap house, and can I pay the mortgage out of my own pocket?? I don’t have a lot of credit history as I am just starting out, as well as my employment history. I finished college last year, and am entry level in my career. But if I have my own money, does that really matter??, more
