Legal help needed for condo owners with a big problm.?

In this large community all utilities are tied in together and people are charged according to the size of the units. Since so many people are going into foreclosure, the association has to absorb the dead beats who live here for up to two years with out paying the monthly fees. Is there some way the water can legally be cut off to units where people continue to live? The moral of the story is: people living in individual housing would have all utilities cut off after they became delinquent. The paying owners have to absorb this cost. which will eventually lead to bankruptcy for all. Please help or refer me to some group that may be able to help., more

and is it a good idea to buy a Condo with 0% down or to take a bank loan to pay the down payment?  right now i’m renting in a building that i really really hate. it’s dirty, not well maintained.. i just really really hate it. and the rent here isn’t cheap, it’s just the city i live in. it’s impossible to find a nice place to rent that is safe and clean. all the nice places can’t be rented.. they need to be purchased!!! living here is really stressing me out and sometimes i can’t sleep because of it. my only option right now is to rent out someone else’s condo and pay a LOT of money while paying off someone else’s condo, OR i can buy my own condo. the thing is, i COULD afford it because i just landed a really well-paying job… but what i don’t have is a down payment. i calculated it and it would take me another 2 years to save up for a downpayment! some days i think i can wait but other days, like today, i get really really stressed out.
so what are my options? is it a good idea to buy a place with 0% down payment? the banks will give me credit, so can i take a bunch of loans to pay for that down payment? i just don’t want to pay so much interest but sometimes i really think it might be worth it!!
what do you recommend i do?
also, i’ve tried really hard to find nicer places to rent, but those nicer places cost a lot more and at that point i may as well buy! should i really pay a high price for someone else’s mortgage? it’ll take me a much longer time to save for my own downpayment!, more
