No hot water in my apt complex?

I live in Ca. My apartment complex has been without hot water since early Friday (July 3rd). Are there any laws that state the owner must maintain hot water? There are over 35 units in my complex. Also I have requested to have my bathroom sink repaired. The repair guy looked at it and said it would have to continue to leak until the next time he turns off the water to all units. Evidently he couldn’t turn the hot water valve off from under the sink. My husband was able to. We haven’t had hot water in our bathroom sink for close to a month. It was leaking close to 36 gallons of hot water a day… There are so many plumbing problems in this apt complex., more

and was this the notice to move out? landlord going into foreclosure?  i am renting an apartment and then a guy came one day, he told us the landlord hasn’t been paying for like 4 months, and i think he mentioned he is entering into foreclosure. does that mean i gotta start thinking where else to live? and will they notify me again if i have to move out?, more

How do I divide up rent among 3 people living in a two bedroom apartment?  I just moved into a two bedroom apartment which I furnished. My friend moved in and she took the smaller bedroom and agreed to pay half the rent. She got a roommate and now we need to figure out how to divide the rent. The total rent is $1230 a month plus around $100 for utilities. I thought they should each pay $400 a month and I’d pay $430 plus all of their utilities. Is this fair?, more 

and Tenant Rights, what are a tenants right?  I have lived in the same rental house for 3 years this November, & have a written lease which states that landlord is responsible for all repairs, unless done by tenant. My question is this, The whole time I lived here when it rains the basement floods, & has mold everywhere, & mold in other places of the house. Last year I told landlord that when hurricane katrina came through, (we live in Arkansas) that the ceiling in the living room was leaking , & now it is a big spot, & I have told them about 5 or 6 times about it, & was told it would be fixed. Well, we had heavy rain last night & now a piece of the ceiling is hanging down. I am worried it is going to fall through & damage my furniture or hurt one of my kids. Is there anything I can do?, more
