Landlords- Can they put a timer on your shower?

I live in Chicago, by law landlords have to pay the water bill for all units in the city.
We just moved in on the 1st, and realized there is a 10 minute timer on the shower. Once you hit 10 minutes it shuts off. If you wait 5-10 minutes, you can turn it back on.
Is this something landlords are allowed to do? He doesn’t live on the premesis, and I assume all of his units in all of his building have timers on the shower.
I can understand not wanting sky high water bills, but 10 minutes?
I’m pregnant, I can barely get myself soaped up in 10 minutes, and rushing is not really an option with this belly!
What do you think about this situation? Is it allowed, is it something most landlords do if they have to take care of the water bill?
Should I at least ask him if he can set the timer for longer?

The home owners accepted our offer,but said they will not take responsibility for further repairs. Concern?  The house was not listed “as is”. They had a home inspection before when someone else tried to buy it (my Realtor guesses that that didn’t work out because of finances) and the owners fixed several little things in response to the home inspection. Now we’re buying, and they accepted our offer (which was 88% of the asking price), but they added that they will not do any further repairs based on the home inspector. From what we saw, the only things that needed addressing where the toilet that doesn’t flush well, and the basement is wet from the pool filter leaking. Our Realtor says that if there is anything substantially wrong with the house based on the home inspection we can back out, but if we want to buy it we have to accept responsibility for any repairs. Any experienced people out there have any advice?, more 

and can i move out at 16 and leave the county?  my mom got remarried and moved me to another county i want to move into my friends house but i know she is not gonna be happy. If i leave the county and my mom knows where iam at can the cops come get me?, more
