What can I do if someone has everyhing I own in there home which Iam not on the lease and wont give it bac?

I had just moved out of my apartment had decided to move with my x temperarly. I moved everything I own including my dog. Two days later my dog ends up with two broken legs one week later my dogs dead. This guy wll not give me a air of socks back oh ya did I get burned and so did my innocent dog. What can I do ?
if I call the police and I am not on the lease he doesnt have to give me nothing legally. Can the police make him and what about the dog?

and Can my landlord turn my water off?  I live in Pennsylvania. My house is a duplex. My landlord has already begun the process of eviction. We have a hearing with the magistrate next week for him to try and collect past due rent. So I”m not evicted just yet. Earlier today, I was in the shower and my water just stopped. My fiance went into the basement and said someone had turned the water off at the main valve. Also, my landlord keeps showing up at the property and our places of employment without notice. I’ve tried speaking to him about this, but to no avail.
Also, the tenants living in the second apartment were just evicted for failure to pay the rent due to massive utility bills. The same reason we haven’t been able to pay our rent. We have a boiler and radiator heat. Our landlord hasn’t cleaned our furnaces for years and the radiators leak. Also, the entire house has single-paned windows from the fifties with cracks running through all of them. Needless to say, gas bill was more than our rent every month throughout the winter.
My fiance turned the water back on and i finished my shower. We locked the entrance door to the building and I went to the second apartment to see if anyone was still there, since they only started moving out two days ago, and see if they had maybe had a leak and didn’t realize they turned our water off as well. No one was there. The only other person it could have been was the landlord. So I need to know, is this legal for him to do? Should we file a temporary restraining order against him to avoid this happening again? I’m not sure about the state laws regarding this because I can’t seem to find them. Is this legal?, more

marine moving into an apartment a year from now?  obviously im a marine at camp lejeune. i found an apartment in jacksonville which is right off base. its perfect for my wife and i. the problem is , ill have a lot of training periods to go to virignia. so we want to wait until i finish those and my deployment, so itll be a year from now before i can move into the apartment. can they reserve an apartment for us there? should i try calling them? any help is appreciated, more 

and Just found out that buying a home with a 1099 and W2 may mean no house?  We were pre-approved, found a HUD home, won the bid, need a 203k loan for floors, paint, etc., handed in our loan package with all needed documents. I just got a call from our mortgage lady telling me she didnt know that my fiance (who is the only one on the loan I am a SAHM) had a 1099 for last year. He had a 1099 for 2007 and most of 2008, he then switched companies (not occupation) and switched to W2 (last job did not provide W2’s they had to have 1099’s) so this august he will have been on W2’s for a year. Our mortgage lady was concerned saying that she doesnt think she can get the loan to go through because he had a 1099. We are freaking out now, I put so much time with contractors for bids, put earnest money down, and no one in the begginnning even asked if he was 1099 or anything, wouldnt that be something they should ask in the beggining before we find a house put money down and fall in love with a home?
My question is, can we get a home loan with 203k loan with 1099 and now on W2’s? Any advice or info would be greatly appreciated! Thanks

His income has been steady 100%. She was saying something about self employed people write off so much so they dont owe. Which he did I guess but now he is on a steady W2.
He was a contractor from 6-2003 - 8-2008, and now on W2., more
