Why did my HOA have their sprinklers and hose on my water bill for no man's land?

I discovered it after a few months. My monthly water bill immediately went down about $10. Should I ask for a refund and demand they start to water and maintain that area because now the grass is dieing and I find myself the only one weeding the area. Similar areas around my neighborhood have asphalt leading up to the fences going into reserved/open areas. Were they trying to pull a fast one on me? Could I be required to maintain that area by law, I am not getting a discount on my HOA fees. I pay the same amount as all of my neighbors., more
