Do you know anyone with a new home loan at 4 1/2%?

We refinanced our house a couple of years ago and haven’t missed a payment yet we can’t refinance for those lower rates. Is this just another hoax or do you actually know someone who is getting those 4 1/2 % loans?
I think it is a carrot in front of the donkey trick. They hold out the carrot and you keep hoping to get the carrot but when you get close they pull away the carrot with a promise of another carrot, if you vote for them., more 

and do you need a lawyer to start eviction process for non payment in virginia who is under a lease? what to do?  , more 

and Can my apartment charge me for normal wear due to normal use?  And can they charge me more than my initial deposit for said wear?
They claim it isn’t normal for the counter to be scratched. It is just paint on laminate – cheap counters, and it is only scratched right in front of the sink where I would claim it is completely normal to stand every day. Belt/pants button probably wore it., more 

can a landlord get debt collectors when you never signed a contract?  i moved out of a flat i was renting a month ago because i found my flat mate was stealing from me, i also believe he had lied to me about Also of things and was fed up of how he was treating me.
i never signed a contract when i moved in, and i never gave notice when i left, i just packed my things and left because i was scared, now the other person in the flat is emailing me saying i owe £600 in rent and that he has a contract that i signed, which i know i never did so he must be lying or have forged it, and also that he will be sending debt collectors, but he does not have my address, but he does have my 2 previous addresses which belong to my mum and My auntie.
can he do this? also i was never contacted by the landlord, only the person renting the flat? any help would be great as i am now getting stressed and depressed, since moving out i have found myself homeless and having to stay with numerous family and friends and now i have been getting these emails and calls off with held numbers, as of yet i cannot prove it was him other than the threatening voice mail which sounds like him, but o2 are tracing the number for me, but im still scarred, my car has also been the target of egging and windows being smashed, which in the 2 years ive had it has never happened, now its happened 3 times in a week.

he moved in first, at first he told me he owned the flat, then it was that his business partner owned the flat, then in the end he admitted his boss owned it, i moved in because i was living in an over crowded house and i knew him, his girlfriend at that point, who also moved in with us but left 2 weeks later when they split up, was my best friend, so i trusted him, but i now wont be trusting people so freely!, more 

and cheap apartments for low income families in Columbus Ga?  i know northgate village is but there is a waiting list, more
